Reconsideration of Claim for Proposal Preparation Costs

A company requested reconsideration of a claim denying proposal preparation costs for matters raised in an untimely protest. The claimant did not show arbitrary or capricious Government action which precluded the claimant from receiving the award. Since there was no reasonable chance for award, the claimant was not entitled to reimbursement even though the bid was improperly included in the competitive range.
