Review was requested of the proposed award of a contract under a Federal grant. The unsuccessful bidder contended that the grantee's determination of the low bidder's responsibility was erroneous because low bidder lacked the necessary experience. GAO limited its review to whether evidence of specified experience was submitted and declined to review the responsibility determination which is a matter for agency judgment. No solicitation experience requirement was found as was contended by the protester.
