Small Purchase Procurement Not Considered by GAO

A protester asserted that a solicitation for a small purchase was deficient in technical specifications and in defining minimum requirements. GAO does not consider protests involving small purchase procurement in the absence of allegations of fraud or bad faith or of lack of a reasonable effort to secure competition.
