Highlights

A company protested the award of a contract, maintaining that the awardee's bid was nonresponsive to a requirement for a delivery date and that the awardee was not responsible and would not perform according to requirements. The contracting officer's failure to enter a delivery date at the time of award did not affect the awardee's responsiveness nor otherwise affect the validity of the award. GAO did not review the affirmative determination of responsibility because of the absence of applicable exceptions or matters of contract administration.
