Request for Reconsideration Submitted by Unqualified Party

A company requested reconsideration of a decision recommending that a contract with a Government agency be terminated for the convenience of the Government. The decision was the result of a finding that the contracting agency made an improper award and that there were significant defects in the solicitation. The decision was not reconsidered since the company was apprised of the original protest and failed to take advantage of the opportunity to submit comments during consideration of the protest.
