Affirmation of Decision concerning Failure To Acknowledge Receipt of Solicitation Amendment

A company requested reconsideration of a decision denying its protest against an award to a bidder who allegedly was nonresponsive for failure to acknowledge an amendment prior to bid opening. The decision was affirmed. The bidder's failure to acknowledge receipt of the amendment may be waived as a minor informality since it was still bound to perform all work specified. Interpretations by other bidders of requirements different from those suggested by the amendment did not establish the materiality of the amendment.
