Carrier Rate Tender Applied to Shipment of Displays

A carrier requested review of the General Services Administration's (GSA) disallowance of its claims on two shipments, contending that the rate tender did not apply on shipments of displays. The tender which applies to "office equipment, electronic equipment, etc. except uncrated household goods" clearly applied to the displays which were not covered by the exception. The abbreviation "etc." means others of the same kind. The GSA action was sustained.
