Entitlement to Proceeds of Property of Defaulted Subcontractor

A decision was requested as to which Federal agency was entitled to the proceeds of the sale of personal property of a defaulted subcontractor. The Corps of Engineers claim was based on the terms of the contract provision vesting title of all property allocable to or the product of the contract. The Corps was entitled to proceeds of property which was the product of the section 8(a) subcontract if progress payments were made to the 8(a) subcontractor.
