A protester to a contract award contended that a standard commercial form included with its bid cover letter was incorrectly considered as rendering its bid nonresponsive. The bid was properly considered nonresponsive since the form contained terms in conflict with solicitation requirements. A request that the agency be required to stop work on the contract pending resolution of the protest was denied.
