Protest concerning Solicitation Specifications and Benchmark Testing

A company protested the agency's refusal to amend a solicitation and objected to the form and content of a benchmark test required as part of its proposal evaluation. The protest concerning the solicitation's specifications was untimely since it was filed more than 10 days after initial adverse agency action. Although the protest concerning the benchmark test deck was timely, the protest was denied because the test deck did not result from an abuse of agency discretion and was, therefore, proper.
