Bidder Was Responsive to Grantee's Solicitation

A review was requested of a contract award under a grant and of determinations of the awardee's responsiveness. The award was proper since a clause in the solicitation which required a listing of suppliers did not contain provisions showing an intent to preclude the use of supplies not listed. Failure to provide the information related to responsibility rather than responsiveness.
