Reconsideration was requested of a decision sustaining the disallowance of the protester's claim for additional transportation charges for carrying Government electrical equipment, tools, and airplane propeller blades. The protester did not have Interstate Commerce Commission operating authority to transport the cargo and, as a result, should be paid quantum meruit based on household goods tender or quotation rates. The claim for additional costs was denied.
