The protester alleged that it failed to receive solicitation amendments in sufficient time to consider their contents and that, as a result, it was denied the opportunity to compete equally for the contract. Since the protestor's failure to receive the amendments was not the result of the agency's conscious or deliberate attempt to preclude the protester from competition, the agency's failure to extend the bid opening was justified.
