Authority of the Department of Agriculture To Substitute One Research Grant Project for Another

A decision was requested concerning the authority of the Department of Agriculture to substitute one research grant project for another awarded to the same grantee after the expiration of the original appropriation. Since the substitute proposal changed the scope of the original grant using fiscal year (FY) 1975 appropriated funds, a new obligation was created chargeable to the appropriation of FY 1976 in which the substitution was made.
