An advance decision was requested concerning payment to a company to cover charges for shipment of a transferred employee's household goods. The fact that certain standard forms were not used did not affect the claim. The company cannot be considered a subrogee since there is no evidence that it was compelled to pay the third party's debt. Therefore, the voucher for packing and crating charges cannot be certified. The company under contract for shipping should present a proper voucher for the expenses.
