A company alleged that the agency had used material from its unsolicited proposal as a basis for a solicitation, that the material was proprietary, and that competitive solicitation should be cancelled and a sole source contract awarded to the protester. The protest was denied because the protester did not present clear and convincing evidence that procurement would violate his proprietary rights.
