The low bidder protested against the agency's refusal to grant the Small Business Administration a time extension to process the company's Certificate of Competency (COC) application. The need for the COC was caused by inadequate information submitted by the company's subcontractor. The granting of extensions is discretionary with the Government, and the protester was responsible for submitting complete and adequate COC application information. Denial of the COC is not reviewable by GAO.
