Highlights

A protester to a contract award contended that the agency's assessment of his experience was incorrect and that acceptance of his proposal would have resulted in a savings to the Government. The agency determination that the technical proposal was unacceptable was sustained since the proposal did not indicate how the job would be done and failed to demonstrate the offeror's necessary background to meet solicitation requirements.
