Protest against Small Business Size and Omission of Form

A protester contended that the awardee was not a small business concern and urged rejection of the awardee's bid because of failure to include form 4330/39 with the bid. The question of size status is for resolution by the Small Business Administration, not GAO. The agency's permitting submission of the form after bid opening was proper since omission of the form did not constitute a major deviation from specifications.
