Untimely Protest against Sole Source Procurement

A company protested the award of a contract modification, contending that the item involved should have been competitively procured. The protest was untimely since it was filed with the procuring agency more than 10 days after the basis for protest was known, and it did not present significant issues allowing for exception to the timeliness requirement. The sole-source award was adequately justified by time and performance requirements.
