Protest against Unduly Restrictive Requirement in Solicitation

A company protested a sole-source contract award, arguing that the requirements in the solicitation were unduly restrictive. The protest against the restrictive requirements was not filed prior to the closing date for receipt of proposals and was untimely. Since the protester admittedly could not comply with the requirements, the protest was denied.
