Claim for Retroactive Promotion and Backpay

A GS-4 employee appealed the denial of her claim for retroactive promotion and backpay for performing duties of a GS-6 position for more than 120 days. The employee was entitled to a retroactive temporary promotion to GS-5 on the 121st day of the detail but not to a GS-6 since she did not complete 1 year of service after constructive promotion to GS-5. Another decision was modified prospectively in accordance with this decision.
