An employee requested reconsideration of the denial of his claim for a retroactive promotion and pay adjustment for a period in which he claimed he performed the duties of a position which had earlier received a higher GS classification. The claim was not allowed because the position earlier classified as GS-13 was replaced by the employee's GS-12 position and was not classified at the higher level until the time of the employee's promotion. A retroactive temporary promotion and backpay can be granted only for assignments to a classified position in a higher grade.
