A protester to a contract award contended that multiple awards would have resulted in the lowest price to the Government, that the evaluation was improper, and that the awardee was not responsible. The protest was denied because: a reasonable interpretation of the solicitation required reading evalution factors and the multiple awards provision together; arguments relating to the evaluation formula were filed after the closing date and were, therefore, untimely; and determinations of responsibility are not reviewed in the absence of allegations of fraud or failure to meet definitive responsibility criteria.
