A former Army member appealed his disallowed claim for reimbursement of expenses incurred due to the late arrival of his household goods incident to his separation from the Army. Expenses incurred by military personnel because of delay in the delivery of household goods are not payable by the Government, and no law or regulation imposes an obligation on the Government to deliver household goods at any particular time.
