Protest That Evaluation Factors Were Unequally Applied in Judging Proposals

A protester to a contract award contended that the evaluation factors listed in the solicitation were applied unequally between itself and the awardee. The technical evaluation was not unreasonable or arbitrary, and GAO does not make judgments about technical merits of proposals.
