A protester to a contract award under a resolicitation alleged that the awardee was nonresponsive, unqualified, and its equipment foreign made. The protest was denied because: omission by the awardee of required information did not make his bid nonresponsive since data were supplied elsewhere; failure to submit experience data did not make the bid nonresponsive since the data were just for information; technical judgements are left to the Government where they are reasonable; the requirement for information relevant to the successful bidder's qualifications and prior experience was satisfied; for purposes of the Buy American Act, the Government properly evaluated a unit as a domestic source end product; and analogies cannot be made to a former case where no protest was filed or decison rendered.
