The low bidder on a solicitation protested against a proposed contract award to another company which had protested to the agency that the low bid was incomplete and nonresponsive. The failure to submit the entire solicitation package did not make the bid nonresponsive since the bid unambiguously incorporated by reference all of the material terms and conditions of the solicitation. Failure to submit performance and financial data involved responsibility rather than responsiveness. The protest was sustained.
