Reconsideration was requested of an earlier decision denying the low bidder's responsibility on the basis that post-award delays belied the agency's claim of urgency in awarding the contract to other than the low bidder. There was no evidence of deliberate delay, and the agency did not act unreasonably in concluding that the urgency of the procurement prevented the holding of technical discussions with the protester.
