Protest against Award of Two Contracts on Sole-Source Basis

A company protested award of two sole-source contracts by a nonprofit organization and charged that the contracting officer should have separately procured different elements of the award. The sole-source procurement was justified if the agency had a reasonable basis for believing that the organization was uniquely qualified to deliver the services. The decision to procure on a package basis is a matter for agency determination.
