Protest to Rejection of Bid as Nonresponsive to Subcontractor Listing Requirement

A company protested the rejection of its bid as nonresponsive to the subcontractor listing requirements. The low bid which listed alternate subcontractors and a single percentage for each work category was nonresponsive since it gave the bidder the opportunity to select which of two or three firms listed would be the subcontractor contrary to the requirement to preclude bid shopping.
