A protester to a proposed contract award contended that its competitor's bid was nonresponsive for failure to execute a written representation regarding minority business enterprise status, for failure to list organizations to be used on the project, and for failure to indicate that certain controls would be provided. The failure to complete the minority business and small business representations were minor informalities which did not make the bid nonresponsive. The clause requesting that bidders list subcontractors did not indicate that failure to provide this information would render the bid nonresponsive. The information was for the agency's use in making its determination of bidder responsibility and may be provided any time before the award.
