Review of Contract Awarded under Federal Grant

Review of a procurement awarded under a Federal grant was requested on the basis that the bid documents submitted by the awardee were deficient. Since the protest was by a subcontractor listed in an unsuccessful bid and the rejected contractor did not protest, the award was not reviewed.
