Protest against Rejection of Bid as Untimely

A company sent its proposal in three separate packages and the third package was delayed. The agency rejected the proposal as technically unacceptable before receiving the third package and the company did not protest within 10 working days after receipt of the initial rejection of its bid. The company should have protested after the initial rejection that its entire proposal was not evaluated. The company also claimed that the incumbent contractor had an unfair advantage over other competitors; no evidence of preference or unfair advantage was found. (SW)
