Untimely Protest against Allegedly Restrictive Specifications

A company requested reconsideration of its untimely protest against allegedly restrictive solicitation specifications; the protester stated that it did not protest earlier because of advice from an engineer at the contracting activity purporting to extend the protest period. The engineer could not extend the time period for timely protest; the protest was denied.
