A company requested review of deductions by the General Services Administration (GSA) for overcharges in the transport of shipments containing some allegedly empty containers. The carrier has the burden of proving the correctness of the placement charge originally collected on the shipments. The company also requested advice about filing a claim against GSA; it is not GAO policy to advise a carrier as to the feasibility of filing a claim with another government agency.
