A company protested a contract award by the Architect of the Capitol, arguing against correction of the awardee's bid. The protest was denied because: regulations issued by the Architect pertaining to mistakes in bids take precedence over local law; the correction was permitted since there was evidence of the mistake and amount of intended bid; the low bid which listed proposed subcontractors in accordance with the solicitation was responsive; there was no evidence of control by the bidder of selection of second-tier subcontractors; and GAO does not review determinations of subcontractors' responsibility.
