The protester objected to the award of two contracts to minority small businesses under the Small Business Administration's (SBA's) 8(a) program. The determination to set aside procurement for small businesses is a matter for the contracting agency and the SBA and is not subject to review by GAO. Responsibility for the administration and enforcement of the Service Contract Act rests with the Department of Labor, not GAO. The unsupported allegation that a firm was awarded a contract in violation of the Anti-Pinkerton Act was denied.
