A decision was requested on the validity of Civil Service Commission (CSC) regulations that preclude the payment of severance pay to federal employees who are involuntarily separated when their agency contracts out their responsibilities to a private organization. The regulations are consistent with statutory authority which empowers CSC to exclude such employees as it may designate.
