Purchase Order for Laboratory Medical Services

An advance decision was requested regarding the allowability of payment for medical laboratory services performed under a purchase order. The order created a relationship that was tantamount to that of employee-employer. Although agencies should take steps to prevent such a situation from occurring, payment may be made in this case because of the extenuating circumstances that made it impracticable to obtain services through the usual channels.
