Union Proposal To Permit Federal Employees To Transport Their Legal Dependents in Government Vehicles while Performing Official Business

The Executive Director of the Federal Labor Relations Council requested a ruling on a negotiable matter involving a union proposal which would permit Federal employees to transport their legal dependents in Government vehicles while performing official business. Restrictions in 31 U.S.C. 638a do not, by themselves, render the union proposal nonnegotiable as claimed by the agency.
