Claim for Replacement of an Allegedly Lost Check

The claimant appealed a settlement which disallowed his claim for replacement of an allegedly lost check representing unpaid salary for the period December 10, 1941, to June 13, 1945. Evidence of record showed that a check in the same amount and for the same period was paid by the Navy to a person of that name on May 22, 1945. As the check appeared to have been paid and the claim was not presented to GAO until May 16, 1974, payment was barred by law.
