Request for Review of Deduction Action

A carrier requested review of a deduction action taken by the General Services Administration to collect an overcharge on a shipment which was picked up by another carrier; the protester contended that such pickup was illegal. A carrier may employ an agent to perform transportation services for it, and the facts in this case indicated that the alleged pickup carrier acted as an agent of the claimant.
