A company protested a contract award, complaining that a drawing in the solicitation contained defects, that the awardee was nonresponsive, and that change orders would be required to correct deficiencies in specifications. The protest involving issues which were apparent prior to bid opening was untimely and not subject to exception to timeliness rules, and the contention involving change orders was without merit since the agency determined that modification will not be required.
