A company requested a review of the disallowance of its claim for monies collected by government setoff from monies otherwise due the carrier in order to satisfy the government's claim for damage to a shipment. The company contended that it did not receive notice of concealed damages and that it had not been established that the carrier was responsible for all of the concealed damages. Since the record established that the damages occurred during the transportation and not after delivery at the destination and since the carrier had not shown that the damages resulted from a cause for which the carrier was not liable, the settlement action was sustained.
