Error in Bid Price for Surplus Property

A protester requested relief from a mistake in its bid price for surplus Government property. Since the contracting officer was on constructive notice of the possibility of a mistake in the bid because of the substantial disparity between the erroneous bid and the next high bid and because the successful high bids on similar items were inconsistent with the erroneous bid, relief should have been given to the second high bidder if the contract had been fully performed and rescission was not possible.
