Payment for Photographs of Training Participants

A Civil Service Commission (CSC) Authorized Certifying Officer submitted an invoice for photographic services in connection with the presentation of an interagency Personnel Management Training Center symposium and requested an opinion as to whether he may certify the voucher for payment. Procurement of photographs of participants in the symposium in order to provide free copies to participants is not a proper use of CSC appropriations. However, the photographer may be paid for his services since they were obtained and performed in good faith and no specific statutory prohibition was involved.
