A company contended that the agency was arbitrary in rejecting its proposal without discussions for failure to meet the accuracy specification when the unit offered could be made to meet the specifications in all respects. The agency's decision to proceed without discussion was proper because the need for the item was judged to be urgent. The protest was denied. (SW)
