Protest against Determination That Bid Was Late

The protester alleged that its bid, which was determined to be late and not for consideration, was late due to misleading circumstances or other Government fault. The commercial carrier delivered the bid envelope to the central delivery point on the Government installation rather than to the building designated in the solicitation because it was customary to do so.
