The Forest Service requested advice concerning the proper course of action since the Government's administrative error in adding up a bid resulted in an erroneous award to the second low bidder. The low bidder wanted the contract terminated at the end of the initial contract period and the balance of the contract awarded to them at the original bid price. The award was improper and the new requirements should be readvertised rather than exercising the renewal option under the current contract. Award to the low bidder at the present time on the proposed terms, which differ from those in the original invitation, would be improper.
